BCA Periodic Façade Inspection (PFI) explained

When it applies, who can sign, and what to budget.

BCA's Periodic Façade Inspection (PFI) regulation applies to most Singapore buildings over 13 metres tall and 20 years old. Here's what building owners need to know.

When does it apply?

Buildings first reaching the 20-year mark must complete PFI within 5 years. The cycle then repeats every 7 years. The first inspection depends on the building's age:

  • 20–29 years old: first PFI within 5 years.
  • 30–49 years old: first PFI within 3 years.
  • 50+ years old: first PFI within 2 years.

Who can sign?

Only a Professional Engineer (PE) endorsed by BCA can sign off a PFI. The inspection itself can be carried out by a BCA-registered contractor — Spyder is on the BCA panel.

What it costs

A typical commercial tower PFI costs between S$0.05 and S$0.20 per square foot of façade. Add the cost of any recommended repairs — typically 10–30% of the inspection cost.

Consequences of missing PFI

BCA can issue stop-work orders, levy fines and refuse renovation approvals for non-compliant buildings.
